The quality variance in teaching across institutions is a key factor contributing to these inequalities. The suggestion to link teacher promotion and career progression with teaching effectiveness rather than seniority or connections is highlighted as crucial.
The report recommends discontinuing the practice of promoting high-performing teachers to managerial roles and emphasizes the need to strengthen the performance appraisal system for teachers, aligning it with career progression.
The existing appraisal system, using generic criteria for all government employees, lacks relevance to the modern teacher’s role. Strengthening teacher training institutions by enhancing both the quantity and quality of educators and trainers is suggested to uplift teaching standards.
