Ordinance Prohibits Child Actors’ Work During School Hours in Sindh
Sindh Governor Kamran Tessori has recently put into effect an ordinance specifically aimed at safeguarding the educational rights of children involved in dramatic performances. The ordinance, named the Sindh Children Drama Industry Ordinance 2023, prohibits child actors from participating in such performances during school hours.
According to the ordinance, it acknowledges the significance of a child’s education and aims to ensure that their academic pursuits remain uncompromised by extracurricular activities. As the Sindh Assembly was not in session, the governor exercised the powers conferred under Clause (1) of Article 128 of the Constitution to implement this ordinance promptly.
Key highlights of the ordinance include the definition of a child as any individual under 18 years of age, while ‘dramatic performances’ encompass plays, theatrical productions, TV shows, films, and any activities involving acting or performance. It unequivocally states that no child should partake in such performances during school hours.
Additionally, educational institutions are strictly prohibited from granting permission or endorsing any dramatic performances involving students during regular school hours. However, exceptions may be considered if the child’s involvement directly correlates with the school curriculum and has received prior approval from the school administration. Furthermore, exceptions could be granted for events like school plays or cultural performances scheduled outside of regular school hours.
The ordinance emphasizes penalties for violations, applicable to both individuals and institutions involved. These penalties may include fines, permit suspensions, or other measures deemed suitable by the relevant authorities. Enforcement responsibilities rest with educational authorities, local law enforcement agencies, and child protection agencies. Educational institutions are required to establish and communicate guidelines to ensure compliance.
Moreover, the Directorate General of Culture is entrusted with disseminating information about the ordinance to cultural organizations, production companies, and other relevant stakeholders. The directorate will also conduct regular reviews of school curricula to identify and resolve any potential conflicts with the ordinance’s prohibition. Additionally, efforts will be made to raise awareness among parents, guardians, educators, and the public regarding the importance of prioritizing a child’s education over non-academic activities during school hours.
